INTRODUCTION

 Radio has been one of the most successful sources of information and entertainment throughout the world since it was first established. Especially in the present context, FM has been the most successful one. Kathmandu, in turn is totally tuned to the FM stations. Among several others HBC 94 fm has been most effective if not successful in this area. Almost all the FM stations broadcast programmes on legal issues but HBC lacks it. Keeping in mind the universal theory of law “Ignorance of law is no excuse” it becomes necessary to provide an appropriate program concerning this issue. Such programme will be even more effective if delivered on the public related issues that keep on arising. Thus LAWYERS intends to submit this proposal in order to air an effective legal awareness programme through your reputed station.

 CONCEPT

 This will be an one hour weekly programme totally dedicated to public with a view to increase their legal knowledge and legal awareness. Mainly, the programme can be divided into following segments:

 

  1. Issue of the week.
  2. Effect of the issue on public: public participatory
  3. Experts opinion
  4. Introduction of   law: awareness

 

As the programme has its main objective of spreading legal awareness to the public, public participation in the programme will be encouraged. Later, an expert will answer problem of public on the programme or an appropriate solution on the problem will be proposed to the listeners.

 

-          The programme will be produced and presented by LAWYERS

-          Hot legal issues, criminal cases, opinions of victims and so on will also be added later.

-          The name and duration of the programme will be determined according to the convenience of the both parties.

 

OBJECTIVE

 The main objective of the programme will be to spread legal awareness and give legal solutions to the questions asked on the programme through mails and emails.

 

TARGETTED GROUP 

As the theory goes “Ignorance of law is no excuse” , this programme shall not have any fixed age group to deal with as its targeted listeners. Every people of every age group shall be entitled of being a listener..

 CONCLUSION

  As stated earlier, the importance of the programme is beyond question. Since there in lack of a n effective program that is able to grasp public perception, the programme shall be thus very important.

People shall receive enough information on legal and related issues.

Thus, HBC 94 fm  and LAWYERS will prove to play a significant step in the step towards public awareness in law through media.

1. Title: THE EUROPEAN PARLIAMENT: Its significance and legal perspectives.

 2. Introduction:

The European Integration started after the II world war with European Coal and Steel Community ECSC in 1952. Its main objective was for the everlasting peace and prosperity as well as a sound economical union amidst the historical rivals. Soon in 1958 the first European Assembly was held as an ad hoc committee for the European political community. After that European Economic Committee EEC and European Union for Atomic Energy EURATOM were formed in 1958.  The basic concept for the European Union EU was seen more positive with the formation of European Community EC in the later years respectively. In 1962 European Assembly decides to describe itself as European Parliament EP. 1973 the first meeting of EP is called to order with 198 European Members of Parliament. The basis of representation for the numbers of MPs per country is considered upon the economic, geographic and contributory aspects. 1975 the rights, duties and powers of the EMPs are set forward.1979 the first direct elections for 410 seats in the EP is held and since then respectively in every 5 years of intervals reaching a total number of 626 members now.

European Parliament has been seen so far as the first and only experiment in the trans-national democracy apart from the normal national parliaments we have seen so far. No other institution in the world brings together under one roof representatives form different countries i.e. 626 of 15 today and plans to gather more. They have been directly elected to that institution and have been given a range of legally entrenched powers. Nowhere is there is an equivalent body, eager both to exercise its powers beyond the reach of the individual governments and to extend its influence over the decisions that are taken above the national level. EP is the directly elected expression of political will of the people of EU. With representation of 370 million citizens its primary objectives are like those of any other parliament such as to pass laws, control the executive or the Council of Ministers etc.

Its powers and strength has been gradually improving continuously by different acts and treaties such as the single act 1987, Treaty on EU 1993 and Treaty of Amsterdam 1997.

 

3. Statement of the Problem:

  1. The main question remains as where does the parliament go from here? Destination.
  2. Is the EP achieving the momentum necessary to gain a stronger role within and outside the EU? Momentum.
  3. No one can predict with any degree of confidence what the EU and EP will look like in the next years to come except for praising the outcome till now. Future.
  4. Is it a parliament or just an assembly of national representatives? Resemblance.
  5. What makes it different from the national parliaments? Difference.
  6. What could be the possible perspectives of EP for the future? Perspectives.

 

4. Review of the literature:

 

  1. Relevant Literatures
    1. The European Parliament is a recent work by two Europeans  Francis Jacobs and Richard Corbett . It was first published by the Long man group, UK in 1999. It covers various aspects of European Union too.

 

    1. European Agenda 2000 is a collection of guidelines published from the European Commission in 1999.

 

 

    1. Europe in 10 points is a short guideline especially written for the scholars and the member citizens too. Written by Pascal Fontaine, in 1998  the European Documentations division published it for the EC.

 

    1. Serving the European Union is actually a guideline for the citizens of the new territory which consists various aspects of directives as well as duties. It was published by a member nation  Belgium for  EC in 1999.

5. Research Design:

           

Data collection and analysis will be done from the above sources.

 

6. Objectives of the Study:

 

a.       To be familiar with the sole trans-national organisational having a parliament.

b.      To be familiar with the formation, operation and powers of EP.

c.       To analyse between a national parliament and a trans-national parliament.

d.      To be able to enumerate possible perspectives for the future.

e.       To find possible answers to the statement of problems as described before.

 

7. Limitation of the study:

 

            The limitation of the study will be strictly restricted within the boundaries of EU. However for the comparative study EP will be compared with the normal parliament structure.

Conventions, acts and laws will not be entertained frequently but only as much as the subject matter requires. 

 

8. Significance of the study:

a.       To the Academicians

·         What role will the EP play while the EC moves towards a higher level of integration?

·         What kind of institution EP really is?

·         How does it work?

·         What sort of powers does it possess?

 

b.      To Society

A new parliament structure knowledge as well as its drawbacks and possible conclusions for better understanding will be provided to the concerned.

c.       To Readers

     An additional documentary resource in the field of research papers in this subject will be provided for the concerned.

    

 

9. Methods of Study:

           Comparative study of EP and national parliament will be done while the epicentre of the study will be focused upon the EP only. Thus making the study moreover like a critical analysis rather than a comparative study. The study will be a critic because it will strictly deal with the EP and its drawbacks, findings, suggestions and solutions on the loopholes seen.

 

10. Collection of Data:

            Data will be collected as described in the prior section 4b.

 

11. Organisation of study:

            The research will be divided into 7 units, … chapters and …. topics . However addition or subtraction or amendments to them can be made.

 

12. Data Treatment:

Interpretation and analysis of the achieved data and materials will be done taking in mind the recent amendments in the prescribed subject. The main base of analysis and interpretation will be the prescribed sources only.

 

13.Time Framework:

            The time constant or the time framework on this topic will be as according to the academic  requirement .
